$20 Million Available to Massachusetts Organizations for Properties at Risk of Repetitive Flood Damage

The Massachusetts Emergency Management Agency (MEMA) has released a Notice of Funding Opportunity (NOFO) for the FY 2023 Flood Mitigation Assistance (FMA) Swift Current program. This program aims to reduce or eliminate the risk of repetitive flood damage to buildings and structures insured under the National Flood Insurance Program (NFIP), with a focus on climate adaptation, equity, and resilience. 

A Statement of Interest is due August 26th, 2024.

The program has $300 million available nationwide, with Massachusetts eligible for up to $20 million according to the DR-4780-MA disaster declaration.  

Priorities include individual flood mitigation projects for Repetitive Loss, Severe Repetitive Loss, or Substantially Damaged properties. Projects may include structure elevation, property acquisition and demolition/relocation, dry floodproofing, and mitigation reconstruction. 

State agencies, federally recognized tribal organizations, and local governments are eligible to apply through MEMA, with specific requirements for NFIP participation and maintaining flood insurance. Awardees will receive up to 100% funding depending on project specifics. 

Applicants will need to include a Benefit Cost Analysis per FEMA guidance with their final grant application, which may take up to 4 weeks to complete depending on the complexity of the proposed project.
